COMPLETION OF DRAFT GENERIC ENVIRONMENT IMPACT STATEMENT (DGEIS), COMMENCEMENT OF PUBLIC COMMENT PERIOD AND NOTICE OF PUBLIC HEARING ON DGEIS FOR ZONING TEXT AND MAP AMENDMENTS AND SUBDIVISION REGULATIONS

The Town of East Greenbush Town Board will conduct a Public Hearing pursuant to Section 57-78 of the Town eCode and the NYS Environmental Quality Review Act and regulations (“SEQRA”). The proposed action includes the adoption of amendments to the Town of East Greenbush's zoning text and map, as well as subdivision regulation amendments. This Draft Generic Environmental Impact Statement (DGEIS) is Town-wide and will also serve as an update to the July 2009 Western East Greenbush GEIS and other applicable studies.

On June 20, 2024, the Town Board declared the DGEIS complete and sufficient for public review pursuant to the New York State Environmental Quality Review Act (SEQRA) under 6 NYCRR Part 617.9(a)(4) and commenced the public review period for the DGEIS which will end on July 31, 2024. This DGEIS specifically evaluates the cumulative impacts of potential future development in the Town to plan for and mitigate impacts resulting from growth. Recognizing the ongoing growth within the Town and its potential impacts on quality of life, community character, services, and infrastructure, the Town updated its Comprehensive Plan through a community-based, consensus-driven public process. The Comprehensive Plan identified a community vision and provided a framework to guide future growth, including recommendations for future land uses within the Town.

Subsequently, the Town Board conducted an evaluation of its zoning and land use regulations to ensure alignment with the adopted Comprehensive Plan. The proposed action assesses the cumulative impacts of continued population growth in accordance with the Town’s proposed amended zoning and land use regulations. To understand and quantify the impacts of future development, an evaluation was made of the cumulative impacts associated with continued growth on the Town’s transportation network, water and sewer infrastructure, stormwater management program, and recreational resource inventory.

The Public Hearing on the DGEIS and the proposed zoning and subdivision regulations will be held on Wednesday, July 17, 2024, at 6:15 PM at the East Greenbush Town Hall, 225 Columbia Turnpike, East Greenbush, NY, in the Community Room. The public comment period will continue through July 31, 2024. Comments can also be emailed to Josh Giller, Town Planning Department, at jgiller@eastgreenbush.org.

The DGEIS is available for public review on our website at https://www.egzoningupdate.com/documents, and a hard copy can be examined at the Town Hall.
